Carlton Stoiber is a 1964 Phi Beta Kappa graduate of the University of Colorado. Having retired after more than thirty years of federal service in the Justice and State Departments, he is now a consultant in international and nuclear law… and a cartoonist!
His cartoons have appeared in National Parks magazine, Biblical Archaeology Review, and the National Academy of Sciences’ Issues in Science and Technology. Stoiber has illustrated several books, including Nuclear English published by the World Nuclear Association.
Stoiber is the author of the International Atomic Energy Agency’s Handbook on Nuclear Law,Vols. I and II, and he is working on a third volume. His handbook has become the standard text in the field.
Being Phi Beta Kappa was a big advantage, Stoiber says, and he suspects a sense of humor is one of the things that Phi Beta Kappa members have in common.
